Independent Jersey Care Inquiry

It has just been announced that Outer Temple’s Patrick Sadd and Harriet Jerram have been appointed Counsel to the Independent Jersey Care Inquiry to look into child abuse on Jersey following the scandal that broke in 2007 when former residents of a children’s home on the island, Haut La Garenne, came forward to disclose the abuse to which they had been exposed. When the story broke it received world-wide coverage and caused public disquiet and concern in Jersey. The States established a Redress Scheme. In 2012 the States agreed to an independent inquiry being set up.

The terms of reference set by the States of Jersey are wide ranging. Crucially, the Inquiry will hear the accounts of many victims of abuse. It will also review the political and police response to the exposure of abuse. It will look at child care provision on Jersey from 1945 to the present day and set out what lessons can be learned form the current system of residential and foster care services in Jersey.

The Panel of Inquiry is being chaired by Frances Oldham QC from 36 Bedford Row.

Eversheds have been appointed solicitors to the Inquiry.

Harriet Jerram brings extensive inquiry experience gained in the Shipman and Richard Neal inquiries. Patrick Sadd brings experience of acting for adult victims abused in Irish Industrial schools whom before the Irish Redress Board, as well as representing men and women and young adults abused in a wide spectrum of environments : care homes, schools, youth clubs, religious institutions, foster homes and sports clubs.
