Frank Wright LLB (Leeds), LLM (Leicester), PhD (Leicester), FRSPH, FRSA was Professor of Law in the University of Warwick (2006 – 2009) and Professor of Law in the University of Salford (1997 – 2005).

He is a member of JUSTICE, the IUCN Commission on Environmental Law, the United Kingdom Environmental Law Association and the International Council of Environmental Law and a Fellow of the Royal Society of Public Health and a Fellow of the Royal Society of Arts.

As a specialist in Health & Safety law and environmental law, he has served as an expert for the Social Affairs Directorate of the European Commission and for the International Labour Organisation, Geneva. He regularly advises the UK Government and Parliament.

Professor Wright has given oral evidence to the House of Commons Home Affairs / Work and Pensions Joint Select Committee (October 2005) – HC 540 – III and the House of Commons Work and Pensions Committee (January 2008) – HC 246 – II. Professor Wright gave written and oral evidence to the Inquiry into the underlying causes of construction fatal accidents. The inquiry was chaired by Rita Donaghy CBE FRSA. Her Report and recommendations were published in July 2009.

Professor Wright has also recently given evidence to the Independent Review of Health & Safety legislation. This review – under the chairmanship of leading risk management specialist Professor Ragnar Löfstedt – is due to make recommendations to Ministers by autumn 2011. Professor Wright was a British Government Adviser in the Commission v United Kingdom [2007] ECR1-4619. He also advised the Health & Safety Executive in Davies (David Janway) [2003] ICR 586. In 2007 he served as a Member of the Institute of Directors/ Health & Safety Commission Steering Group on Directors Responsibilities for Health & Safety.

Professor Wright has recently completed work for the United Kingdom Health & Safety Executive on the impact of 2003 statutory changes to the Management of Health & Safety at Work Regulations 1999, on the sanction of disqualification for company directors guilty of Health & Safety offences, and on the transposition of European Union Health & Safety directives into United Kingdom law.

In 2008 Professor Frank Wright received the Distinguished Service Award from the Royal Society for the Prevention of Accidents in recognition of his substantial contribution to teaching, research and public policy in the field of occupational health, safety and environmental law.

Professor Wright has published more than one hundred papers and casenotes in journals including: The Criminal Law Review, International Journal of Comparative Labour Law and Industrial Relations; Environmental Law & Management; Environmental Policy and Law; New Law Journal; Justice of the Peace; Local Government Review; Health and Social Service Journal; Journal of Occupational Safety and Health; Health & Safety at Work and Environmental Health.

He is currently the Chair of the Advisory Board for Sweet & Maxwell’s Encyclopaedia Doing Business in Europe and is the Editor of Sweet & Maxwell’s European Newsletter.
