Alex Haines specialises in international law, particularly in the extensive field of international organisations law. His practice areas include sanctions, corruption and the institutional law of international organisations more generally (including international administrative law). He has advised on the sanctions regimes of the UN, EU, US and UK, as well as those of the International Financial Institutions (IFIs) and Multilateral Development Banks (MDBs). He regularly represents clients and litigates before international tribunals and bodies around the world, including Washington DC, New York City, London, Geneva and Luxembourg. The cases he has been instructed in have involved more than 25 international organisations including the UN, the World Bank Group, the International Monetary Fund, the European Investment Bank, the Asian Development Bank, the African Development Bank, the World Food Programme and the North Atlantic Treaty Organisation.

Alex has lectured on the sanctions proceedings of MDBs to a number of institutions including the Brazilian Bar Association (Rio, 2014), the British Chamber of Commerce (Hong Kong, 2015), the Korean Bar Association (Seoul, 2016), the Shanghai Bar Association (Shanghai, 2016), English Law Week (Mexico City, 2018), and he was a panellist at the 35th International Symposium on Economic Crime at Jesus College (University of Cambridge, 2017). His work on sanctions has continued through his efforts with Transparency International’s Suspension and Debarment Taskforce and Oxford International Organisations (OXIO), a new Oxford University Press database.

Alex has also lectured on international administrative law and the immunities of international organisations at the universities of Exeter, City of London, Brasilia, Hong Kong, Paris I Pantheon-Sorbonne, Paris II Pantheon-Assas, and King’s College London. He has also lectured on immunities and the application of international human rights law to international organisations at the Stockholm Centre for International Law and Justice and in the historical reading room of the International Court of Justice, as well as on the appeals systems of international organisations at the Council of Europe in Strasbourg for the 50th Anniversary of its Administrative Tribunal.

In February 2018, Alex sat and passed the New York Bar examination, and is currently in the process of being admitted. He is a member of both the Bar Council International Committee and the New York State Bar Association. In England and Wales, he is also registered for direct access with the public and qualified for litigation.

Alternative Dispute Resolution

Alex is regularly instructed in mediations, conciliations and settlement negotiations with an international dimension. He is experienced in class action mediations having been instructed in a complex case against a Multilateral Development Bank headquartered in the United States. His 140 clients were employees from ten Regional Offices in Central America, South America and the Caribbean, and the mediation sessions, which involved the right of the employees to allocate a percentage of their salaries to their credit union accounts, were held in Spanish and English.

Alex is currently instructed by the staff association of the European Investment Bank in Luxembourg in a complex conciliation process and he has represented employees of European institutions before various panels chaired by judges in both English and French.

Alex is open to and welcomes instructions as a lawyer representing parties in mediation and conciliation in ADR processes operated by the various international organisations around the world.
