Tim Horlock KC is a specialist in catastrophic injury cases and in regulatory work.

He has appeared in Chambers and Partners for the last few years in the highest category of practitioners in both specialisms. Tim is a member of several panels for Defendants in catastrophic cases including the Motor Insurers Bureau, Zurich, AIG, CIS and Norwich Union. He also enjoys a substantial claimant practice. He has expertise in all areas of such cases including, in particular, periodical payments. Tim has also conducted many multi party actions on behalf of Claimants and Defendants and has appeared frequently in the Court of Appeal.

In regulatory work, Tim is frequently instructed by Prosecution or Defence in high profile and serious cases and his expertise includes conducting inquests, judicial review proceedings as well as all aspects of advisory work. He has appeared in leading cases in this area of practice including R v. Porter in the Court of Appeal and in R. v Chargot and Others in the House of Lords, the latter being the leading case on the burden and standard of proof under sections 2 and 3 of the Health and Safety at Work Act 1974.

Tim is a frequent presenter of seminars and will be prepared to accept instructions via direct access.
