In 2016, The Laws of the DIFC series was launched to provide a narrative statement of the Laws of the DIFC on a subject-by-subject basis in a similar way to the famous Halsbury’s Laws of England. The series is designed to ensure those familiar with other common law jurisdictions but not the DIFC can quickly establish where they can rely on their existing understanding of common law and where the position is different and those who regularly work in the DIFC have easy access to the latest legal position. Since then, four volumes have been issued.
David Russell KC contributed in developing the reissue of the 4th volume and 5th volume of Commentaries on the DIFC Laws under Operating Law. David attended the launch event as DIFC Academy Specialist in DIFC Operating Law and as an Executive Editor. He gave an opening speech at the book launch awarding ceremony alongside Maryke Luijendijk of DIFC Academy, Jacques Visser of DIFC Authority and Sarah Haddadi of LexisNexis Middle East.
Philip Punwar contributed in developing the reissue of the 4th volume of Commentaries on the DIFC Laws on DIFC Insolvency Law, to which he has contributed for the second time and for the first time on DIFC Personal Property Law. He is now recognised as a DIFC Academy Specialist under these two areas of law.
Outer Temple Chambers is also recognised as a “Specialist” in DIFC Operating Law, DIFC Insolvency Law and DIFC Personal Property Law in an initiative to promote and memorialise the evolution of DIFC common law through this important publication.

David Russell KC commenced legal practice in 1974. He is admitted to practise in Australia, England and Wales (Lincoln’s Inn), the Courts of the Dubai International Financial Centre, New York (as a Legal Consultant), New Zealand and Papua New Guinea. David was President of the Taxation Institute of Australia and of the Asia Oceania Tax Consultants’ Association. He has been appointed an AOTCA Honorary Adviser for life, an Honorary Member of the Taxation Institute of Hong Kong and an Advisor of the Global Tax Advisors Platform.
Philip Punwar is an English qualified practitioner with more than twenty-five years’ arbitration experience. His recent arbitral engagements have concerned real-estate Mega Projects in the Gulf, investment treaty claims arising out of the MENA and South Asia regions, aircraft charter agreements, concession agreements in the water sector and technology disputes in the finance and healthcare sectors.
