The Judicial Panel is established by the BHA as the pool of individuals from which the Disciplinary Panel, Appeal Board and Licensing Committee are drawn by the Judicial Panel Chair.
Fiona Horlick KC was appointed to the Legal Chairs in the Panel amongst other members. She was brought up around horseracing as her grandfather was closely involved in horseracing both in Ireland and the UK as an amateur rider, manager and handicapper.
Following a review of the Judicial Panel’s processes, a number of changes to the Panel’s framework and composition were agreed, to ensure it can continue to deliver in the best interests of the sport. These changes have been reflected in the recruitment process for the new Panel members. Sarah Crowther KC, the Chair of the BHA’s independent Judicial Panel and barrister at Outer Temple Chambers made the announcement of the new appointees.

Fiona’s practice encompasses Health and Safety, a wide variety of Regulatory work, Disciplinary proceedings and Specialist Crime – particularly business crime, medical crime, and health and safety criminal proceedings. She has extensive experience as an advocate in all courts from the Privy Council (defending in murder appeals), the Court of Appeal, the High Court, Crown Courts (all types of crime), regulatory proceedings and inquests. She honed her skills on criminal work and jury trials before expanding her work profile.
