As London International Disputes Week returns, this year with the theme “Tradition, trust and transformation in international dispute resolution”, delegates from around the world are getting ready to network, learn and discuss at one of the largest global gatherings of the international disputes community.

Outer Temple Chambers’ sanctions specialist, Josh Ray, will be joining a panel of esteemed speakers on Thursday 4th June 2026 from 14:00 to 15:30 to discuss ‘Sanctions at the Breaking Point: Freeze, Seize, and a Fragmenting Global Landscape’.

This seminar addresses two critical challenges in contemporary sanctions law. First, they will discuss when temporary freezing measures might cross into permanent seizure, politically or practically —a threshold question with profound implications for individuals and companies alike. This will lead into a wider discussion of the increasingly fragmented cross-border sanctions landscape, particularly the growing divergence between UK/EU and US regimes. As Western allies adopt potentially differing strategies, practitioners face mounting challenges navigating conflicting obligations, risks, and disputes in an unpredictable regulatory environment.

Joshua Ray is an experienced advocate who represents clients in complex commercial disputes and financial crime matters. He is also regularly engaged to advise on UK and US sanctions and export control issues. A dual qualified American attorney and English barrister, he has argued in the Second Circuit Court of Appeals, the federal district courts in New York, Boston, and Chicago, New York State court, and the English High Court. He has also presented cases before various arbitral tribunals. Called in 2023, he brings fifteen years of cross-border experience with leading law firms in New York and London to the Bar. In addition to England & Wales, Josh is admitted to practice in New York and Washington, DC.
