The FCA has successfully resisted a legal challenge by former Barclays CEO, Jes Staley, against their decision to ban him from the financial services industry for integrity breaches. Henry Reid acted as Junior Counsel for the FCA in a team led by Leigh-Ann Mulcahy KC of Fountain Court Chambers. On 26 June 2025, the Upper Tribunal dismissed a challenge by former CEO of Barclays Bank, Jes Staley, to the decision by the Financial Conduct Authority (FCA) that he breached key conduct rules. The case centered on a letter sent by Barclays to the FCA in October 2019, in response to regulatory enquiries about Staley’s association with Jeffrey Epstein. Henry Reid, led by Alex Haines of 4 Pump Court, represented the applicant at the final hearing in November 2024 in Jeddah, Saudi Arabia, following the success of the jurisdiction and admissibility judgment handed down in February 2024 (Decision No. 2024/04). Henry, having successfully appeared alone in the Jurisdiction and Admissibility judgment, co- represented the applicant against the Islamic Corporation for the Development of the Private Sector (“ICD”) in a termination case in before the IsDBGAT sitting en banc.
