Patrick Sadd & Paul Livingston in Child Sexual Abuse Independent Inquiry

Patrick Sadd and Paul Livingston have been instructed as Junior Counsel to the Independent Inquiry into Child Sexual Abuse, chaired by the Hon. Dame Lowell Goddard, DNZM.

Patrick Sadd is to be Junior Counsel leading the investigation into Nottinghamshire Councils, assisted by Paul Livingston. Both come from having been Counsel to the Independent Jersey Care Inquiry for the last two years, investigating allegations of child abuse in Jersey’s care system over the past 70 years, the institutional responses and the management of children’s homes over the period.

During the investigation, the Inquiry analyses the nature of the abuse that may have taken place under the care of Nottingham City and Nottinghamshire County Councils and consider how these authorities protected children from sexual abuse and, afterwards, responded to allegations that children were being sexually abused.

Following the investigation, the Inquiry is expected to publish a report containing findings, lessons learned and recommendations to improve child protection. On the other side, the Junior Counsels are expected to advise the Chair and Panel on legal issues arising from the investigation and to publish reports on their findings.

Patrick has long acted for abuse complainants both here and in Ireland arising out of a broad range of situations including religious orders, in children’s homes and schools, in foster care, teachers, families, in sporting and voluntary and media organisations. He has acted for vulnerable adults abused in long term care and for learning disabled children and young people, as well as in claims against local authorities for failing to remove sooner children at risk.

Paul joined Chambers as a tenant in 2014 after successfully completing pupillage and accepts instructions in all areas of Chambers’ practice, with a focus on Employment & Discrimination, Clinical Negligence, Personal Injury and Public Inquiries. He was recently successful in the Employment Appeal Tribunal, in a case about direct sex discrimination and the need to consider subconscious reasons for acts.
