Head of Sports Group at Outer Temple Chambers, Louis Weston, leading Charlotte Davison of the BHA, prosecuted, under the Rules of Racing, Jockey Dylan Kitts, Trainer Chris Honour, and an associate of the horse’s owner John Higgins on allegations of corrupt practice and misleading the Stewards. During a recent hearing, the BHA brought charges relating to alleged misconduct in the running and riding of a horse named Hillsin. The allegations included that connections conspired to prevent Hillsin from achieving its best possible placing, conduct that would amount to a serious breach of the sport’s integrity standards. Outer Temple’s Fiona Horlick KC appointed to British HorseRacing Authority’s independent Judicial Panel for the 2023-2026 term. The Judicial Panel is established by the BHA as the pool of individuals from which the Disciplinary Panel, Appeal Board and Licensing Committee are drawn by the Judicial Panel Chair. Fiona Horlick KC was appointed to the Legal Chairs in the Panel amongst other members. She was brought up around horseracing as her grandfather was closely involved in horseracing both in Ireland and the UK as an amateur rider, manager and handicapper. Outer Temple Chambers warmly congratulates Sarah Crowther KC on her appointment as independent Judicial Chair of the British Horseracing Authority Judicial Panel. Sarah’s appointment will begin in January 2023 and she succeeds HH Brian Barker CBE KC. Further details of the BHA independent Judicial Panel can be found here. Louis Weston recently acted for the British Horseracing Authority in the prosecution of two men charged with doping a horse at Newcastle Racecourse, resulting in 10 years disqualification and a nominal fine for the faultless trainer. The British Horseracing Authority instructed Head of the Sports Law Team, Louis Weston, to act on their behalf at the hearing of Neil Waggot and Stephen Walker, two stable hands employed by Newcastle Racecourse. The hearing centred around alleged doping of horses in 2018. Ladies First was a favourite to win at Newcastle but was well beaten by 22 lengths and later tested positive for Timolol, a beta blocker.
