The Nottinghamshire Investigation – Patrick Sadd as Lead Counsel

The Nottinghamshire Investigation opened this week with Patrick Sadd as Lead Counsel to the Investigation.

Patrick is the only non-Silk running a strand of the many investigations making up the Inquiry.

Patrick Sadd heads up a team of four Outer Temple barristers made up of Paul Livingston, Imogen Egan and Olinga Tahzib at the Independent Inquiry into Child Sexual Abuse (IICSA), led by Professor Alexis Jay.

The investigation is focusing on three case studies – the institutional responses to and barriers to disclosure of sexual abuse at Beechwood Community Home, in foster care and between children.

The first day of this national inquiry gave the overall background to the inquiry, including some of the concerns about abuse of children which were raised. In his opening, Patrick gave a narrative of what has happened to children in care in Nottinghamshire and the institutional responses to sexual abuse, as well as setting out some of the allegations made.

The second day heard harrowing evidence from people who told how they were abused at the Beechwood children’s home in Mapperley.

Today, the inquiry will be hearing from two more people who were at Beechwood, as well as a person who was in foster care.

Set to scrutinise institutional failings to protect children in the care of Nottinghamshire County Council and Nottingham City Council, the inquiry will hear evidence at Trent Bridge and London over a three week period.

Between 2013 and 2016 Patrick Sadd was Counsel to the Independent Jersey Care Inquiry looking into the care of children in the Island since 1945. The Inquiry followed the world-wide publicity the Island attracted during the abuse investigation into the island’s children’s home at Haut de La Garenne. He was instructed on the basis of his extensive experience in child abuse claims going back to 2001. The Inquiry finished taking evidence in June 2016. The report was published in early 2017.

Paul Livingston: Paul joined Chambers as a tenant in 2014 and accepts instructions in all areas of Chambers’ practice, with a focus on Employment & Discrimination / Harassment, Public Inquiries, Child Abuse, Clinical Negligence and Personal Injury. His work at the moment is specifically focused on the investigations into children in care in Nottinghamshire, and the Child Migration case study, appearing at the first substantive public hearings. He was also instructed for three years as Junior Counsel to the Independent Jersey Care Inquiry, which investigated the abuse of children in Jersey’s care system over many years.

Imogen Egan: Imogen joined Chambers after her successful completion of the Outer Temple Chambers Extended Pupillage Scheme in association with FRU (Free Representation Unit) in May 2017. She is now developing a broad practice across all areas of Chambers’ work. This includes her current role as one of our team of junior counsel in the Independent Inquiry into Child Sexual Abuse (Nottinghamshire Inquiry).

Olinga Tahzib: Olinga joined Chambers as a tenant in September 2017 and accepts instructions in all areas of Chambers’ work. Olinga also regularly appears in inquests and has represented both families and NHS Trusts. Since the start of September 2017, he has been instructed as one of our team of junior counsel working on the Independent Inquiry into Child Sexual Abuse (Nottinghamshire Inquiry). Olinga’s work on the Inquiry, which involves careful analysis of vast quantities of documentary evidence, complements his personal injury and clinical negligence practice.
