The Judicial Committee of the Privy Council has today allowed the appeal in Francis v Attorney General of St Helena, holding that Crown land in St Helena is capable of being acquired by prescription under the Registered Land Ordinance 1980. Joshua Hitchens acted for the successful appellant. On 16th July 2026, Joshua Hitchens appeared unled before the Privy Council in Francis v Attorney General of St Helena [2026] UKPC 32. On 17 September 2026, judgment was handed down in favour of Mr Francis, who was represented by Joshua and Walter Scott of the Public Solicitor’s Office. On 15 May 2026, the World Bank Administrative Tribunal (“WBAT”) delivered judgment in GX v International Bank for Reconstruction and Development (Merits), Decision No. 726 [2026]. This is the first decision in which the WBAT has held that the World Bank Group (“WBG”) is under an obligation not to indirectly discriminate against its staff. Carin Hunt was led by Alex Haines of 4 Pump Court to act for the Applicant in this landmark decision. The Bank was represented by its Legal Vice Presidency in Washington DC. The Application, filed in 2022, was heard by all seven judges of the WBAT sitting in plenary session at oral proceedings on 7 April 2026. We are pleased to announce that Lucian ILIE has been appointed to the Attorney General’s Public International Law C Panel of Counsel. The Attorney General established panels of junior counsel to undertake public international law on behalf of all government departments in order to supplement the work of the existing 3 London Panels – A, B and C. The PIL Panels, which sit alongside the London and Regional Panels, ensure that the Government has access to specialist advocates for work before international courts and tribunals as well as the courts of England and Wales. Lucian ILIE acted for the Appellant before the English High Court in an enforcement case that clarifies the scope of the “old” Brussels I 2001 Regulation. In short, the High Court in London (Mr Justice Ritchie KC sitting in appeal proceedings) issued a rare judgment on the scope of the EU enforcement regime and its interaction with the French procedural law by denying the recognition and enforcement of a Paris Court of Appeal decision issued in default of appearance a decade ago. This case rendered on 29 August 2023 (not yet reported) involved an appeal (setting aside proceedings) before the King’s Bench Division of the High Court against the enforcement order which recognised ex-parte, a Paris Court of Appeal…
