Head of Sports Group at Outer Temple Chambers, Louis Weston, leading Charlotte Davison of the BHA, prosecuted, under the Rules of Racing, Jockey Dylan Kitts, Trainer Chris Honour, and an associate of the horse’s owner John Higgins on allegations of corrupt practice and misleading the Stewards. During a recent hearing, the BHA brought charges relating to alleged misconduct in the running and riding of a horse named Hillsin. The allegations included that connections conspired to prevent Hillsin from achieving its best possible placing, conduct that would amount to a serious breach of the sport’s integrity standards. Louis Weston delivered a webinar session on ‘Drafting Effective Safeguarding Policies’ to Sport Resolutions, as part of their Sport Case Management Programme on Thursday 10th July 2025. The webinar focused on policies to help all participating National Governing Bodies (NGBs) strengthen their safeguarding frameworks. The session covered the common challenges in drafting safeguarding policies and subsequent disciplinary processes, and provided clear, practical guidance for creating a procedure that is both legally robust and operationally effective. The webinar session also highlighted the safeguarding process from end-to-end, from referral to hearing, providing tips and suggestions to create a seamless and effective framework to assist NGBs to manage and progress cases. We are delighted to announce that our Head of Sports Law, Louis Weston, has been appointed to the Independent Ethics Board (IEB) of the World Anti-Doping Agency (WADA) as an Independent UK Board Member. WADA is an international independent agency composed and funded by the Sports Movement and governments of the world. In 2021, WADA approved a Code of Ethics, recognising the importance of ensuring these high standards and establishing clear ethical standards over the activities of WADA Officials (as defined in the WADA Code of Ethics). Louis Weston, who leads the OTC Sports Law Group, acted for the Irish Horseracing Regulatory Board in opposing the appeal of Ronan McNally against being found in breach and the length of his 12-year suspension, the longest in Irish racing. Sam Cuthbert and Klára Dvořáková presented a talk on overseas sports claims, including legal consequences of climbing accidents with an international perspective at Outer Temple’s Travel Law Conference in Manchester. Louis Weston, who leads the Sports Law Group, acted for the World Professional Billiards and Snooker Association (WPBSA) in the prosecution of 10 snooker players for match-fixing and betting offences. The case which was heard over 4 days in April and May 2023, has resulted in each of the 10 players being found in breach of the WPBSA Member Rules and suspensions being imposed on all of them. The principal offenders Liang Wenbo and Li Hang both have been banned for life and other players suspended for periods of between 1.75 and 5.33 years. Two of Outer Temple’s specialist sports barristers, Louis Weston and Samuel Cuthbert, have been published in the Sports Integrity section of the LawInSport Yearbook 2022 on betting and corruption. The chapter identifies and reviews some of the notable cases and events in 2022 and discusses what trends might be drawn from them. This year, Louis Weston was joined by Samuel Cuthbert to review the topic of betting and corruption. As memories of the empty stadiums caused by COVID 19 have faded, the sporting calendar has found its feet once more. Samuel Cuthbert recently acted for Motorsport UK in a multi-day inquest at Norfolk Coroners Court into the death of Angela Lucas. Angela Lucas was fatally injured, and died of severe head injuries during an endurance race at Snetterton Race Circuit. The jury found that the buckle of Mrs Lucas’ harness was not correctly located and if the buckle had been correctly located in line with the FIA regulations, it would not have been possible for the turnbuckle to be activated. The Coroner did not issue a Prevention of Future Deaths report.
